I'm a philosopher and bioethicist with some training in economics. I am a Senior Lecturer in the the Department of Philosophy at St. Andrews University in Scotland, a Consultant for the World Health Organization, and Chair of the International Society for Priorities in Health.
Until very recently, I worked at the U.S. National Institutes of Health in the Clinical Center Department of Bioethics and the Fogarty International Center.
Most of my research focuses on informed consent, research ethics, the ethics of parenthood, and how to allocate scarce resources for health care and health research. All my papers are freely available (see the research tab).
